This is a random drop that can be received from destroying light sources. You must be Level 4+ for it to drop, with better drop rates occurring if you boost your luck stat from the main menu.
Once picked up: the Orologion will freeze enemies in place for about 10 seconds. In those 10 seconds you are free to walk into them and won't receive damage!
